Funding
The Division of Local Health administers State funding for local boards of health. The Enrolled Budget Bill for fiscal year 2007–2008 appropriated the following:

$11,518,779.13 in state aid to local boards of health, which includes a Local Health Crisis Funding Program and money to support the FY2008 across-the-board increase for all eligible employees.

$2,740,713.00 in Basic Public Health Services Support.
Total funding for local health departments is provided by a variety of sources which include state funding, local funding, fees for service, foundation funding, and federal funding.

Emergency Funds
Legislative Rule 64 CSR 67, titled Distribution of State Aid Funds to Local Boards of Health, states, “the director (of health) may withhold no more than two percent (2%) of the funds, as shown in the appropriate line item in the state budget, for use in emergencies”.
